I need that Users should not be able to delete their ads.

only the administrator must be able to delete the ads

Hello,

That is clearly not possible with adsmanager.
The only way is to remove the delete button in the details page (component/com_adsmanager/views/details/tmpl/default.php or templates/your_template/html/com_adsmanager/details/default.php) and in the myads page (component/com_adsmanager/views/myads/tmpl/default.php or templates/your_template/html/com_adsmanager/myads/default.php)
