The server time is used when you set bring to top every day. First connexion of the day (day of the server time)

Correct me if i am wrong, I noticed that the "bring to top" function only starts to work when i selected "on user request" on my cron settings.

Do you have a linux cron for this function, i.e. bring ad to top and send an email notification?
If so, please direct me to the right place to find them.

Yes you have the infromation directly on the configuration page

Linux Task: /usr/bin/php cli/adsmanager_cron.php (Use Only if you know Linux Cron Task)

if you have access to cron just add a line with /usr/bin/php cli/adsmanager_cron.php

If you are used with cron
just add the command in the crontab
something like
* * * * * /usr/bin/php cli/adsmanager_cron.php
But if you are not used with that you should not used it
