The problem of incorrect link category if Joomla General settings set - Aliases in Unicode. When you create a category, if the length of the title is more than 15 characters, instead www.mysite.ru/namecategory.html Shortcuts category looks like www.mysite.ru. I disabled Aliases in Unicode categories and links were established normally. But this is not the solution. I need to have in general settings Aliases in Unicode.
Russian users will be very grateful if you could eliminate this problem. :)

Issue found, in router.php

you should replace all
substr by JString::substr

added in next 2.9.7
