Hello,
When a user creates a new ad in ADS manager, will redirect to "my ads" page by default.
But I want to redirect it to specific page after saving a new ADS.
is this possible?

Not in 2.9.X version in 3.X (not available yet)

You can edit the controller.php to change the redirect at the end of the save function but this will be a hack.
