I am not sure to understand your needs.

You want to have some categories free and some other not free ? Yes you can do that in paidsystem categories page
If you want to have some kind of users free (yes you can using Joomla User Groups)

I would like to create a free classified ad section and a section of paying ads with the opportunity to create your ad free or that charge. I would need to know the categories choices you may have with drop-down menu, as in the search module, Ad duration not needs. thanks

yes you can do that.

In PaidSystem. Set Price = 0, then in category view of paidsystem just set a price for "category" that are not free
