custom.css in your template/css (if you are using adsclarity) or in a place allowed by your template.

can't work either on template.css or custom.css.
after i made some changes and the font size looks larger even i remain the same code. please advise.

Hello,

that mean your code must be overriden by another one, try to add this to your css :
h1 {
font-size: 22px !important;
}
