I found the two file had not yet translated into the Russian language file.

Who do you mean by 'you' and 'your advice' ? I guess, the creators of Adsmanager do not provide translations for Ads Clarity template as well, only for the Adsmanager. If i'm right then translation is up to you. Is your error solved? 'Cause I see it all translated: imgur.com/uCDaZGO
Turn on Language debug in general settings of Joomla, you'll be able to track what string need to be translated, and guess where they should go.

If it's to me, then I'll say that I just wanted to make russian translation better (out of the box, without everyone having to do their overrides) by fixing it, and therefore was asking how to contribute.
